Board of Directors

LeaseBase Housing Foundation is governed by an independent board of directors with expertise spanning housing policy, community development, real estate, nonprofit operations, and tenant advocacy. Our board members bring professional experience and community connection to our mission of preserving affordable housing through independent landlord support.


Rachid Abadli — Founder and Executive Director

Rachid Abadli is the founder of LeaseBase Housing Foundation and the creator of LeaseBase, a property management technology platform designed specifically for independent landlords. His work at the intersection of technology and housing affordability motivated the creation of the Foundation.

Prior to founding LeaseBase, Rachid built a career in technology and operational leadership spanning more than two decades, with particular focus on systems that serve complex, distributed markets. His direct experience as a property owner in Sacramento — navigating code enforcement, tenant relations, and the administrative demands of landlord compliance — shapes the Foundation’s practical, landlord-centered approach to program design.

Rachid holds the conviction that the affordable housing crisis is, in significant part, an information and tools deficit: small landlords who lack the knowledge and technology that large operators deploy systematically make decisions that cost them money, expose them to liability, and — ultimately — drive them out of the market. The Foundation’s programs are designed to close that gap.


Sequoia Carter — Director and Secretary

Sequoia Carter brings experience in community development, nonprofit operations, and stakeholder engagement to the Foundation’s board. Her background includes work with Sacramento-area organizations focused on economic development and community capacity building.

Sequoia’s role as Secretary encompasses governance responsibilities including meeting records, board documentation, and compliance with California’s nonprofit corporation requirements under the California Corporations Code. Her community relationships in the Sacramento area support the Foundation’s outreach to the landlord communities our programs serve.


Board Responsibilities

The LeaseBase Housing Foundation board of directors is responsible for:

  • Mission stewardship: Ensuring that Foundation programs and activities align with the charitable mission stated in our 501(c)(3) application and governing documents
  • Financial oversight: Reviewing and approving annual budgets, financial statements, and audit results; ensuring that Foundation resources are used for charitable purposes consistent with donor intent and IRS requirements
  • Executive oversight: Supporting and evaluating the Executive Director; ensuring adequate organizational capacity to execute programs
  • Governance compliance: Ensuring compliance with California nonprofit law, IRS reporting requirements (Form 990), and Foundation bylaws

All board members serve in a volunteer capacity. Board meetings are held quarterly, with additional meetings as needed for significant organizational decisions.


Board Membership

LeaseBase Housing Foundation is actively building its board to include additional expertise in:

  • Housing policy and advocacy: Experience engaging with state and local housing legislation and agency rulemaking
  • Real estate and property management: Practitioner knowledge of the rental housing market, particularly independent landlord operations
  • Legal: California nonprofit law, landlord-tenant law, or fair housing law
  • Finance and accounting: CPA or CFO experience applicable to nonprofit financial management
  • Tenant advocacy: Perspective from tenant-serving organizations to ensure our programs are accountable to the tenant outcomes that motivate our work

We welcome inquiries from individuals with relevant expertise who share our commitment to affordable housing preservation and are interested in board service. Board service requires a minimum of four quarterly meetings per year, committee participation, and an annual financial contribution consistent with individual capacity.

Governance Documents

LeaseBase Housing Foundation is organized under California Corporations Code Section 5000 et seq. as a public benefit corporation. Our governing documents include:

  • Articles of Incorporation: Filed with the California Secretary of State
  • Bylaws: Govern board structure, meeting procedures, officer roles, and amendment processes
  • Conflict of Interest Policy: Governs board member and officer disclosure and recusal requirements
  • Compensation Policy: Not applicable for current volunteer board; covers any future compensated officers
  • Form 990: Annual IRS information return, available on request and, once filed, publicly accessible through ProPublica’s Nonprofit Explorer and GuideStar/Candid
